How a household electricity price is built in Netherlands

The Dutch market is fully liberalized, with around fifty suppliers, while the grid stays a regulated monopoly split among six regional operators. Two things make the Dutch bill unusual. The network charge is a flat annual fee with no per-kWh component at all, so the grid company earns nothing extra when a household uses more electricity. And the energy tax is structured so that a fixed annual credit per connection is subtracted from it — for an average household, the statutory tax line comes out negative.

What a household bill is made of

   Energy

   A single bidding zone, cleared day-ahead in quarter-hourly blocks. Fixed contracts set a per-kWh rate for the term; variable contracts are open-ended with rates changeable on notice; dynamic contracts pass the quarter-hourly clearing price through with a markup. Dual tariff — a normal and a low rate — is a supported variant on the fixed side.

   Network charges (netbeheerkosten)

   Regulated per operator and set annually by the regulator, and entirely capacity-based: a connection charge banded by connection size, a transport-independent standing charge, a transport charge scaled by the connection’s capacity on a nationally standardized band ladder, and a metering charge capped nationally. There is no energy dimension whatsoever — the per-kWh grid rate is a genuine zero, which is structurally unlike neighbouring markets.

   Taxes and levies

   The energy tax is banded by annual consumption, but the first two bands share one rate covering the first 10,000 kWh, so every household pays the same marginal rate. Against it runs a fixed annual tax credit per connection with a residential function, applied once per connection rather than per kWh. Below roughly 5,700 kWh a year the credit outweighs the per-kWh tax. There is no renewable surcharge, no capacity levy and no municipal or operator-specific levy.

   VAT

   21%, one rate, no household/business split. Dutch consumer tariffs are conventionally quoted inclusive of both the energy tax and VAT, which is what the standard model contract prescribes.

Regulation shaping the price

• The ACM sets each operator’s maximum transport and connection tariffs annually, sets one national maximum metering tariff, and fixes the standardized capacity band ladder every operator uses.
• There is no incumbent default tariff. Instead the Energiewet obliges every licensed supplier to offer and publish two standardized model contracts — a twelve-month fixed-rate one and an open-ended variable-rate one — with regulator-prescribed terms.
• The regulator explicitly declined to define a dynamic model contract, so dynamic products are free-form with no standardized shape.
• Net metering ends on 1 January 2027. After that every fed-in kWh earns a reasonable payment which, until 2030, must be at least half the agreed bare supply price. Suppliers separately charge feed-in costs, which since 2026 must be quoted per kWh fed in.
• The Energiewet and its implementing Energiebesluit replaced the Elektriciteitswet 1998 in 2026, so regulator decisions from either side of that handover cite different statutes for the same rule.
