How a household electricity price is built in Switzerland

Switzerland is not a fully open market for households: only large consumers can pick a supplier freely, while everyone else is a captive customer of whichever local network operator serves their area, paying that operator’s own regulated price. Several hundred such operators each file their own energy, grid and metering charges yearly with the national regulator, which can only intervene after the fact. Prices therefore vary enormously by municipality — the same national surcharge sits inside prices that differ by more than a factor of two.

What a household bill is made of

   Energy

   Not a market price for a captive customer. The operator charges its own generation at average production cost and its purchase contracts at procurement cost, plus a reasonable profit, so wholesale exposure is indirect and lagged by years of hedging. Basic supply must be based primarily on domestic renewable electricity, and its procurement must be hedged and kept separate from free-market procurement.

   Grid usage

   Cost-based and capped at allowable costs plus fees to public bodies, supervised through a revenue and cost review with a regulated rate of return. The structure is an annual base charge plus a per-kWh work price, sometimes with a capacity price. The operator’s figure already includes the upstream transmission pass-throughs — transmission use, system services, a winter-reserve charge and a solidarity surcharge — so those must not be added on top.

   Metering and levies

   Metering became its own tariff line in 2026, billed as a flat annual amount per metering point, having previously been inside the grid tariff — a change that makes a year-on-year grid comparison look like a fall that did not happen. On top sits the federal renewables surcharge, uniform nationwide and at its statutory maximum for years, plus cantonal and municipal concession fees and local energy levies. That last item is the only component that varies *within* a single operator’s territory. There is no separate national electricity tax.

   VAT

   8.1%, the standard rate, on the whole invoice. There is no reduced rate for domestic electricity, so households and businesses face the same rate; every official figure is published excluding VAT.

Regulation shaping the price

• ElCom supervises but does not approve tariffs: operators may not claim its approval, but it can prohibit unjustified increases and order retroactive reductions.
• Free supplier choice applies only above an annual consumption threshold per site, on an "once free, always free" basis. Full household opening was removed from the 2023 energy law package by Parliament, so none is scheduled.
• Every published Swiss price is computed for one of a set of official standard load profiles, so a "Swiss price" is only meaningful together with the profile it was computed for.
• From 2026 an operator may choose a dynamic grid tariff or a time-variable capacity tariff as its standard, subject to also offering a non-dynamic option — but in practice they appear as optional tariffs rather than defaults.
• Feed-in was harmonized nationally in 2026: the operator must take electricity offered in its area, and where no price is agreed the statutory default is a quarterly averaged reference market price, with minimum remunerations for smaller installations paid as a top-up when that reference falls below them.
