How a household electricity price is built in Hungary

Hungary is unusual for a liberalized EU market: competition opened in 2008, but most households effectively cannot buy cheaper power elsewhere, because a government-set price sits below wholesale cost and one dominant provider sells nearly all residential supply. Distribution charges are set once nationally and applied identically at every operator. The defining mechanism is a consumption threshold: below it a household pays a decree price that is a fraction of market cost, above it roughly triple.

What a household bill is made of

   Energy

   Households do not see the exchange price. Below the annual threshold the energy component is a fixed decree price that varies only by distribution service area. Above the threshold the same supply is billed at a much higher regulator-set market price which bundles network cost and tax into one all-in figure rather than itemizing them. The threshold is defined per tariff per metering point and allocated pro rata over an August-to-July window.

   Network charges

   Set by the regulator and, by statute, nationally uniform — the same numbers apply at every one of the six distribution operators, which is unusual in Europe. The structure is a per-kWh transmission charge plus a per-kWh distribution charge that differs by profile class (ordinary low-voltage, controlled-circuit and smart-metered), plus a fixed annual standing charge per connection point.

   Taxes and levies

   An energy-product excise, indexed annually to the previous July’s inflation and published by the tax authority each autumn, is the only levy households actually bear. Two further statutory contributions — one funding discounted electricity for industry employees, one funding cogeneration restructuring — are payable only on supply to non-household consumers, must be itemized separately, and sit outside the VAT base. The renewables-support financing charge likewise excludes universal-service volumes, so households do not carry it.

   VAT

   27%, the highest standard rate in the EU, with no reduced band for electricity and no household/business split. It applies to energy, network charges and excise, but not to the two non-household contributions.

Regulation shaping the price

• MEKH sets network tariffs and approves supplier products; the government sets the household energy price by decree, and set the network-tariff review so that household-borne system charges could not rise.
• Universal service defines a small set of tariff codes — single-zone, two-zone, controlled-circuit night, comfort and heat-pump variants — and a household is on one of them rather than on a freely negotiated product.
• The two-zone tariff’s peak hours are defined in the supply decree and differ from the *network* zone definitions in the regulator’s own regulation, so the two clocks are not the same.
• No household exchange-linked product exists: with the regulated price roughly a third of wholesale cost, a pass-through offer could not compete. Spot indexation is a business and industrial phenomenon.
• Annual net metering for household-scale generation survives only as a grandfathered right for plants connected and commissioned before cut-off dates; everything else settles directionally, with network charges applying to the full import.
