Sweden Electricity Market
Sweden has four bidding zones (SE1–SE4) on Nord Pool. The south (SE3, SE4) consistently has higher prices than the north (SE1, SE2) due to transmission constraints. Dynamic (spot-indexed) contracts are widely available.
How a household electricity price is built in Sweden
Sweden has been open since the 1990s, and households choose their supplier independently of the regional monopoly that owns the wires to their home. The country splits into four wholesale price zones running north to south, tied to a meter’s exact location, so two neighbouring addresses on the same grid operator can sit in different zones. Most households are on a product billed against a *monthly* average of the wholesale price — a category of its own between fixed and truly hourly pricing.
What a household bill is made of
- 1
Energy
Priced per bidding zone on the Nordic day-ahead auction, now in quarter-hourly market time units. Pass-through differs sharply by product: hourly and quarter-hourly contracts pass the interval price straight through, while the majority "variable" contract bills a monthly volume-weighted average of the zone price plus a markup. The renewable-certificate quota cost sits inside the energy price as a supplier cost rather than being billed separately.
- 2
Network charges (nätavgift)
Billed by the regional monopoly operator under a revenue cap. The structure is a fixed subscription stepped by main-fuse size or subscribed capacity, plus a variable transfer charge per kWh, with some tariffs carrying two energy bands. For an electrically heated house the fixed and variable halves are roughly equal. A growing minority of operators have moved to a market-price-based transfer charge.
- 3
Taxes and levies
The electricity tax is the dominant levy and is billed on the grid invoice. A statutory deduction applies to consumption in a listed set of northern municipalities — all of three northern counties plus a scattering of others — giving a materially lower net rate there for every residential connection. Three small fixed authority fees are billed per withdrawal point per calendar year on top.
- 4
VAT
25% on the entire bill — energy, grid, electricity tax and authority fees alike — with no reduced domestic rate and no geographic exemption.
Regulation shaping the price
- Ei caps network revenue, requires every operator to report its tariff annually, and republishes the national set; it also runs the official price-comparison service.
- The four bidding zones are a wholesale feature that reaches households directly, because a spot-linked contract is priced against the zone the meter sits in.
- From 2027 the electricity tax rate is indexed to inflation and announced by the government each November, rather than being set case by case.
- A microproducer is paid the supplier’s export price plus a small per-kWh payment the network company is obliged to make for the grid benefit of local injection. The income-tax credit for microproduction and the reduced grid fee for small production plants were both abolished in 2026, so pre-2026 reasoning about Swedish solar economics is out of date.
