Italy Electricity Market
Italy has a complex tariff structure regulated by ARERA. The Servizio di Maggior Tutela (protected service) is still available for some customers. PLACET tariffs and free market offers coexist. Six bidding zones (Nord, Centro-Nord, Centro-Sud, Sud, Sicilia, Sardegna).
How a household electricity price is built in Italy
Italy is fully liberalized with hundreds of suppliers, but the network charge works differently from most of Europe: instead of each of the roughly hundred local grid companies setting its own price, the regulator fixes one uniform network tariff table nationwide and equalises revenue between operators behind the scenes. Two further things make Italy distinctive: every commercial offer must legally be filed to a public national comparison portal, and variable-rate offers do not track hourly prices — they reprice against a single official reference index.
What a household bill is made of

Energy
Bids clear at zonal prices on the national day-ahead market, but a national index is then computed as the consumption-weighted average of those zonal prices, and buyers are effectively settled against it. Fixed offers pass through a set rate; variable offers pass the index through with a loss factor and a supplier spread. The index drives billing on a monthly-to-bimonthly cadence, so an Italian "variable" product has no intraday shape.

Network charges
Fixed by the regulator and uniform nationally for domestic low-voltage customers. Three parts: a fixed amount per connection point per year (mostly metering), an amount per kilowatt of contracted power per year, and a per-kWh transmission element. Two small equalisation components ride on the same block and are also charged to households, so the true per-kWh network figure is slightly above the headline transmission element alone.

Taxes and levies
General system charges, updated quarterly by the regulator, split into a large renewables and cogeneration support category and a residual category. Domestic customers pay no power-based quota on these, and customers registered as resident at the address pay no fixed quota either — non-resident dwellings do. On top sits an excise duty at a domestic rate, with a statutory exemption for the first tranche of monthly consumption at a residence address with a small contracted power, so the effective excise rate is banded rather than flat.

Regulation shaping the price
- ARERA fixes the network tariff and updates the system charges quarterly; a national equalisation mechanism redistributes network revenue among distributors so that the household price does not depend on the local operator.
- Every commercial offer must be filed to the national public comparison portal, which makes the market transparent but also numerous and fast-changing.
- Regulated fallback arrangements sit under the free market for customers who never chose a supplier, alongside standardized regulated-terms offers with regulator-set contract conditions and a supplier-set price.
- Standard time bands are defined nationally: a weekday-daytime peak band, a shoulder band covering early mornings, evenings and Saturdays, and an overnight/Sunday/holiday band.
- Household export is remunerated by the state energy services operator rather than by the supplier — surplus is bought at the hourly zonal price with a guaranteed minimum for small plants. The older net-metering-style scheme is closed to new entrants, with energy communities and collective self-consumption as the policy successor.
