How a household electricity price is built in Croatia

Croatia runs a liberalized market on paper with a dominant incumbent in practice: the great majority of household electricity is sold as universal service by the state-owned incumbent, at prices approved by the regulator, and one national distribution operator serves every address. The competitive market exists and households may leave universal service, but few do. Croatia adopted the euro in 2023, so prices are quoted in euro throughout.

What a household bill is made of

   Energy

   Universal-service customers buy at a regulated rate published per tariff model — a single flat rate, or a higher day rate and a lower night rate. Free-market suppliers sell fixed-price products, seasonally varying products and market-linked products alongside it. The wholesale reference is the national day-ahead exchange.

   Network charges

   A regulated network-usage fee covering transmission and distribution, set nationally by the regulator and identical everywhere, since one distribution operator covers the whole country. It combines a per-kWh element with fixed elements tied to the connection. Grid connection charges moved to a uniform national euro-per-kilowatt tariff in 2026, replacing case-by-case cost quotes.

   Taxes and levies

   A renewable-energy contribution charged per kWh funds the support scheme for renewable generation and cogeneration, plus an electricity excise duty. Government price interventions have been a recurring feature since 2022 — caps and staged increases have repeatedly overridden what the underlying tariff calculation would have produced.

   VAT

   13% on electricity, a reduced band introduced in 2022 (the standard rate is 25%).

Regulation shaping the price

• HERA, the energy regulator, approves the universal-service price, the network fees and the renewable contribution; the transmission and distribution operators submit annual proposals it may accept in whole or in part.
• Universal service is a statutory entitlement for households and small customers: an eligible customer can always be supplied at the approved price without seeking an offer.
• Household prices have been shaped as much by government decree as by tariff methodology in recent years, with caps and phased increases applied directly.
• Rooftop solar is settled as a self-consumption regime with surplus sold on, rather than through a classic feed-in tariff.
