How a household electricity price is built in Slovenia

Slovenia is open to competition, and since a temporary household price cap expired in 2025 prices are fully market-formed again. Structurally the country effectively has a single grid operator nationwide, so the network charge does not vary by region at all. That charge is unusually sophisticated: it splits the year into two seasons and the day into up to five pricing blocks, and bills separately for the power a household has agreed to use and for the energy consumed in each block.

What a household bill is made of

   Energy

   A single bidding zone, cleared day-ahead in quarter-hourly blocks. Static retail products quote a supplier-set rate in the legacy higher-tariff / lower-tariff / single-rate shape plus a monthly metering-point fee. Dynamic products index the hourly market value plus a fixed markup, sometimes with an upside cap on the index and sometimes passing negative prices straight through.

   Network charges (omrežnina)

   Set by the regulator and uniform nationwide. Restructured in 2024 into two seasons, a higher one over the winter months and a lower one for the rest of the year, with five time blocks across the year and three within any one day — the dearest block occurs only on a working day in the higher season, the cheapest only in the lower season. Separate power and energy tariffs are posted per block. Households agree a billed power per block, derived by the operator from their own past peaks and freely changeable, with an excess charge if it is exceeded. Metering points without interval metering keep the older tariff shape instead.

   Taxes and levies

   Four named statutory items, of which three are per-kWh: an excise duty, an energy-efficiency contribution funding the eco-fund, and a market-operator contribution. The fourth and largest is the renewables and cogeneration support levy, and it is charged per kilowatt of billed power per month rather than per kWh. Its recent history is a sequence of political interventions — a full household exemption, then reinstatement, then a halved winter rate, then the full rate again.

   VAT

   22%, the standard rate, with no reduced band for electricity, charged on the net sum of energy, network charge and all the levies.

Regulation shaping the price

• The Agencija sets the network tariff postings for both the transmission and distribution components; blocks apply to both.
• The retail higher/lower tariff split is now decoupled from the network charge — a household can be on a single-rate supply contract and a five-block network tariff at the same time.
• Suppliers with more than 100,000 contracts must offer a dynamic-price contract, and the regulator may designate the largest supplier if nobody does.
• There is no feed-in tariff. Self-supply settlement turns on one date: installations consented before 2024 keep annual netting, where network energy charges apply only to the net annual import; later installations get no netting and pay network charges on gross imported energy per time block — the substantive change behind the post-2023 rooftop-solar slowdown.
• Energy sharing went live in 2026: an administrative transfer of surplus export in 15-minute intervals to any receiver anywhere in the country.
